Lansing — Ch. 1460 Rental Properties (§§ 1460.44–1460.52) § 1460.50
Notice, reinspection and revocation of certificate
Operative Text
(a) General. If, upon inspection, the premises or any part thereof are found to be in violation of any of the provisions of this Code, the violation shall be recorded by the Office of Code Compliance in the housing violation letters database. (b) Notice to be Sent. The taxpayer of record, registered owner, the registered agent and, at the discretion of the Office of Code Compliance, the occupants, shall be notified, in writing as per Section 107 of the IPMC as adopted in Section 1460.01 of this chapter, of the existence of the violation and shall be ordered to correct the violation as provided in this Code. (c) Reinspections. The Office of Code Compliance shall reinspect after a reasonable time for the purpose of ascertaining whether or not the violation has been corrected. (d) Revocation of Certificate of Compliance. If any Certificate of Compliance for occupancy is revoked because of the condition of any dwelling unit, the registered owner or agent may appeal such revocation under Section 111.1 of the IPMC as adopted in Section 1460.01 of this chapter, and specifically modified in Subsection 1460.01 (q).
Under Lansing Ch. 1460 § 1460.50, when a rental property inspection reveals a code violation, the Office of Code Compliance records the violation in its housing violation letters database and sends written notice to the taxpayer of record, registered owner, and registered agent — and potentially to occupants as well. The notice orders the responsible parties to correct the identified problem within a timeframe consistent with the Code. After a reasonable period, the Office of Code Compliance conducts a reinspection to determine whether the violation has been resolved, and if a Certificate of Compliance is revoked as a result of the violation, an appeal process is available under the procedures referenced in § 1460.01.
Plain English — not legal advice.
Property owners and managers operating under Lansing Ch. 1460 § 1460.50 generally maintain current registration information with the Office of Code Compliance so that written violation notices reach the correct parties without delay. A compliant operator responds promptly to any notice of violation, documents corrective actions taken, and ensures the property is ready for reinspection within a reasonable timeframe. If a Certificate of Compliance is revoked, § 1460.50(d) provides a formal appeal pathway through the procedures outlined in Section 111.1 of the IPMC as adopted in § 1460.01, including the specific modifications in § 1460.01(q).

Under Lansing Ch. 1460 § 1460.50, the Office of Code Compliance has discretion to notify occupants directly when a violation is found during an inspection, meaning tenants may receive written notice of conditions that have been flagged. Tenants who are aware of code violations in their unit can contact the Office of Code Compliance to inquire about the status of a recorded violation or a pending reinspection. Tenant-rights organizations familiar with Lansing's rental housing rules can help occupants understand how § 1460.50 interacts with other protections, including what a revoked Certificate of Compliance may mean for their housing situation.
