Livonia — Ch. 5.42 Rental Dwellings (Hotels, Lodginghouses, Roominghouses) § 5.42.150
Every licensee shall maintain a record in which shall be entered the name, date(s) of occupancy, number or other identification of the portion of the premises occupied, and home address of any occupant, other than occupants listed, pursuant to Section 5.42.030 of this Code, in the application for license. The record shall also show the make and license number of any motor vehicle owned or used by each occupant. The record shall be submitted upon demand to any official or police officer of the city or to any police officer of the state. The same shall constitute a public record. It shall be a violation of this chapter for any person to enter in such record or to give for the purpose of being entered in such record any false information. Knowing or having reasonable cause to believe such information to be false, the licensee or his employee shall notify the police department of such fact, and failure to do so shall be grounds for revocation of his license. This section shall not apply to one-family rental dwellings, two-family rental dwellings, or multiple-family rental dwellings.

Plain English

Under Livonia Ch. 5.42 § 5.42.150, operators of covered rental dwellings — such as hotels, lodginghouses, and roominghouses — are required to keep a written record of each occupant's name, dates of stay, unit identification, home address, and vehicle make and license number. This record must be made available upon demand to city officials or police officers, and it constitutes a public record. Entering false information into the record is a violation of the chapter, and knowingly allowing false information to stand without notifying the police department can result in license revocation. Notably, this requirement does not apply to one-family, two-family, or multiple-family rental dwellings.

For Property Managers

Operators of hotels, lodginghouses, and roominghouses in Livonia subject to § 5.42.150 generally maintain a continuously updated occupant log capturing each guest's full name, occupancy dates, assigned unit or room identifier, home address, and vehicle information. Compliant operators make this record promptly available when requested by city officials or law enforcement, and they train staff to flag and report any information that appears or is known to be false to the Livonia Police Department. Because failure to report known false entries can be grounds for license revocation under § 5.42.150, operators typically establish clear internal procedures for verifying and escalating questionable registration data.

For Tenants

Guests and occupants of hotels, lodginghouses, and roominghouses in Livonia should be aware that under § 5.42.150, the operator is legally required to record personal information including name, home address, and vehicle details, and that this record is a public document accessible to city and state officials. Providing false information for entry into this record is itself a violation of the chapter, which could have consequences for the person who supplied it. If you believe an operator is mishandling occupant records or otherwise not complying with § 5.42.150, general enforcement paths include contacting the relevant Livonia city department or consulting a local tenant-rights organization for guidance on available options.
