Southfield — Ch. 103 Registration Requirements for Rental or Leased Dwellings § 8.507
(a) Unless revoked in accordance with the provisions of this chapter, a certificate of rental compliance shall be valid for a period of three (3) years from the date it is issued. The code official may revoke a certificate of rental compliance if an inspection reveals violations of this chapter or upon a determination that the owner is not otherwise in compliance with any provision of this chapter.
(b) The owner shall schedule an inspection of an existing certificate of rental compliance not later than thirty (30) days before the expiration thereof. Failure to schedule the inspection within such thirty (30) day period prior to expiration shall result in the immediate suspension of the existing certificate of rental compliance, the imposition of an additional late fee of one hundred dollars ($100.00) per month per dwelling unit until the new certificate of rental compliance is issued, and the imposition of the penalties as set forth in section 8.514 hereof.

Plain English

Under Southfield Ch. 103 § 8.507, a certificate of rental compliance remains valid for three years unless revoked earlier by the code official following an inspection that uncovers violations or a finding of non-compliance. Owners are required to schedule a renewal inspection no later than 30 days before the certificate expires. Missing that 30-day scheduling window triggers automatic suspension of the existing certificate, a $100-per-month-per-dwelling-unit late fee, and additional penalties referenced in § 8.514.

For Property Managers

Compliant operators under Southfield Ch. 103 § 8.507 track the expiration date of each certificate of rental compliance and schedule the required renewal inspection at least 30 days in advance. Maintaining a calendar reminder well before that deadline helps avoid the automatic suspension and the $100-per-month-per-unit late fee that kicks in when the window is missed. Operators also keep properties free of code violations throughout the certificate's three-year term, since the code official may revoke a certificate at any time an inspection reveals non-compliance.

For Tenants

Southfield Ch. 103 § 8.507 establishes that rental units must be covered by a valid, unrevoked certificate of rental compliance at all times, giving tenants a basis to inquire whether their landlord's certificate is current. If a certificate has been suspended or revoked—because the owner missed the 30-day inspection scheduling requirement or failed a code inspection—tenants may raise that status when reporting housing concerns to the local code enforcement office. Tenant-rights organizations familiar with Southfield's rental registration rules can help residents understand what options are generally available when a landlord is out of compliance with § 8.507.
