Southfield — Ch. 103 Registration Requirements for Rental or Leased Dwellings § 8.512
Fees
Operative Text
(a) Except as may otherwise be expressly provided in section 8.513 hereof, the owner of the rental dwelling shall be responsible for payment of registration, inspection, certificate of rental compliance and other fees involved in the administration and enforcement of this chapter, which fees shall be set forth in the fee schedule. (b) An inspection fee shall include the initial inspection plus one (1) follow-up inspection to determine whether the violations noted in the initial inspection have been corrected. Additional re-inspections necessitated for correction of violations shall be assessed additional re-inspection fees as set forth in the fee schedule.
Under Southfield Ch. 103 § 8.512, rental property owners bear financial responsibility for the fees associated with registering their units, having them inspected, and obtaining certificates of rental compliance. A standard inspection fee covers the initial inspection and one follow-up visit to verify that cited violations have been corrected. If further re-inspections are required beyond that first follow-up, each additional visit triggers its own re-inspection fee as listed in the city's fee schedule.
Plain English — not legal advice.
Under § 8.512, compliant rental property operators budget for registration, inspection, and certificate-of-compliance fees as a routine cost of doing business in Southfield. The inspection fee covers one initial visit and one follow-up, so operators who address all cited violations promptly before the first re-inspection generally avoid additional re-inspection charges. Reviewing the current city fee schedule before each registration cycle helps operators anticipate the full cost of administration and enforcement under Ch. 103.

Section 8.512 places the financial burden of registration and inspection fees squarely on the property owner, not the tenant, with limited exceptions noted in § 8.513. Tenants who believe a landlord is improperly passing these fees along may find it useful to review the fee schedule and the broader Ch. 103 framework to understand what charges are permissible. Tenant-rights organizations familiar with Southfield's rental regulations can help residents understand their options if fee-related disputes arise.
