Troy, MI Code of Ordinances Ch. 82-A § 9 establishes that the city's rental inspection program exists to protect the health and safety of dwelling occupants and the general public. The Director of Building and Zoning is required to maintain publicly accessible records of inspection reports, violation notices, and enforcement outcomes, as well as a checklist of commonly recurring violations. Neither city inspectors nor property owners may treat occupants differently based on whether they allow, request, or refuse an inspection, and the city must provide a fiscal-year program report to anyone who requests one within 90 days.
Plain English — not legal advice.
Under Troy, MI Code of Ordinances Ch. 82-A § 9, property owners are prohibited from retaliating against or discriminating against a tenant based on that tenant's decision to allow, request, or refuse entry for an inspection. Compliant operators familiarize themselves with the publicly available checklist of commonly recurring violations, which the Director of Building and Zoning makes available, and use it to proactively assess their properties. Owners who have met the requirements of subsection 7.5(b) but were unable to obtain tenant permission for entry are protected from adverse treatment by the city on that basis alone.

Troy, MI Code of Ordinances Ch. 82-A § 9 explicitly prohibits both city inspectors and property owners from discriminating against an occupant based on whether that occupant requests, permits, or refuses entry to their unit for an inspection. Tenants have the right to review inspection reports, code violation notices, and enforcement results for their premises, as these records are open to the public during business hours. Those seeking more information about their rights under this provision may consult the publicly available violation checklist, contact the Troy Director of Building and Zoning directly, or reach out to a local tenant-rights organization for general guidance.
