Bloomington, Minn., Code of Ordinances § 15 § 15.05
Plans for water service and sewer service shall be prepared and submitted to the Utility Division for the Department of Public Works. No building permit shall be issued for any building or structure requiring new sewer and water service, additional sewer and water service, or modification of sewer and water service until such plans have been approved by the Utility Division and all fees required by Chapter 11, Article VI have been paid.
