The following words and terms, when used in this Article VI , shall have the following meanings, unless the context clearly indicates otherwise. HEALTH AUTHORITY. The City of Bloomington Issuing Authority and its designated employees or agents as the City Council may designate. POOL. As defined in Minnesota Rules Chapter 4717. POOLS include, but are not limited to, lap pools, spa pools, special purpose pools, wading pools, spray decks and interactive water features where the water is recirculated. PRIVATE RESIDENTIAL POOL. As defined in Minnesota Rules Chapter 4717. PRIVATE RESIDENTIAL POOLS are not pools used as part of a business.
