Unless otherwise specifically noted herein, a violation of any provision of this Article of the code is a misdemeanor under Minnesota law. In addition, the provisions of this Division are subject to enforcement by administrative citations and subject to civil fines pursuant to the Civil Hearing Process set forth in Chapter 1, Article II of this code, as well as by civil district court action. If any section, subsection, sentence, clause or phrase of this Article is for any reason held to be invalid, such decision will not affect the validity of the remaining portions of this Article. The City Council hereby declares that it would have adopted the Division in each section, subsection, sentence, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid.
