Bloomington, Minn., Code of Ordinances § 15.168 prohibits any individual, business, or corporation from disposing of the contents of a privy, privy box, or septic tank into manholes, outdoor sewer installations, or public property within the city. The only permitted disposal locations are the city's sewage disposal plant or another officially authorized sewage disposal facility. This rule applies citywide and covers all types of entities, not just residential property owners.

For Property Managers

Under § 15.168, property owners and managers who maintain privies, privy boxes, or septic tanks on their properties must ensure that waste removal contractors deposit those contents exclusively at the city sewage disposal plant or another authorized facility. Compliant operators typically verify that any hired pumping or hauling service is aware of and follows this disposal restriction before work begins. Keeping records of disposal service providers and their authorized disposal sites is a common practice for demonstrating compliance.

For Tenants

Section § 15.168 establishes that waste from privies, privy boxes, or septic tanks on a rental property must be disposed of only at approved facilities — not dumped into manholes, outdoor sewer connections, or public property. If a tenant observes or suspects improper disposal of such waste on or near their rental property, they may report the concern to the City of Bloomington's relevant code enforcement or public works department. Tenant-rights organizations can also help residents understand what options are generally available when a property owner may be violating local sanitation ordinances.
