Bloomington, Minn., Code of Ordinances § 15 § 15.216

Plain English

Bloomington, Minn., Code of Ordinances § 15.216 establishes that any violation of Division E's housing provisions is treated as a criminal misdemeanor under Minnesota law. Critically, the rule treats each day—or even a partial day—that a violation continues as a separate, independent offense. This means a single unresolved violation can accumulate into multiple misdemeanor counts over time.

For Property Managers

Under § 15.216, property owners and managers in Bloomington are expected to maintain continuous compliance with all requirements set out in Division E, because each day a violation persists is counted as a new offense. Compliant operators typically address any identified deficiency promptly and document corrective actions to demonstrate that violations were not allowed to continue. Given the misdemeanor classification, unresolved issues carry potential criminal exposure that compounds daily.

For Tenants

Section 15.216 provides that landlord violations of Division E are misdemeanor offenses, and that the violation count can grow with each passing day the problem is left unaddressed. Tenants who believe a Division E violation exists may consider reporting the condition to Bloomington's code enforcement or municipal authorities, who have the authority to pursue misdemeanor charges. Tenant-rights organizations familiar with Bloomington ordinances can help residents understand what Division E covers and what reporting options are generally available.
