Minneapolis, Minn., Code of Ordinances § 12 § 244.1020
State code incorporated (Minneapolis Housing Code)
Operative Text
The Minnesota Lodging Code, Minnesota Rules, Chapter 4625, and Minnesota Statute Chapter 327, and amendments thereto, are hereby adopted by reference and are incorporated in this title as fully as if set forth herein, subject to and including such portions as are supplemented by Chapter 244 , articles X and XII, rooming houses and lodging establishments, and hotels, of this Code. (2011-Or-069, § 1, 8-5-11; 2015-Or-046 , § 1, 6-19-15)
Minneapolis Code of Ordinances § 244.1020 formally adopts the Minnesota Lodging Code (Minnesota Rules, Chapter 4625) and Minnesota Statute Chapter 327 into local law, making those state standards directly enforceable within the city. Any amendments to those state provisions are automatically incorporated as well. Local Chapter 244, Articles X and XII—covering rooming houses, lodging establishments, and hotels—supplement but do not replace the state framework.
Plain English — not legal advice.
Operators of rooming houses, lodging establishments, and hotels in Minneapolis must comply with both the state-level Minnesota Lodging Code and Statute Chapter 327 as incorporated under § 244.1020, as well as the supplemental local requirements in Chapter 244, Articles X and XII. Because state amendments are automatically folded in, compliant operators generally monitor updates to Minnesota Rules Chapter 4625 and Statute Chapter 327 alongside local ordinance changes. Maintaining familiarity with both layers of regulation helps ensure that day-to-day operations, inspections, and recordkeeping meet the full combined standard.

Under § 244.1020, tenants in Minneapolis rooming houses, lodging establishments, and hotels are protected by both state lodging standards (Minnesota Rules Chapter 4625 and Statute Chapter 327) and the supplemental local rules in Chapter 244, Articles X and XII. If conditions in a lodging unit appear to fall short of those standards, residents may consider documenting the issues and contacting the relevant Minneapolis or Minnesota enforcement agency. Tenant-rights organizations familiar with both state and local lodging law can help residents understand which specific provisions apply to their type of housing.
