Plain English

Minneapolis Code of Ordinances § 244.2010 establishes the official methods by which notices required under the rental licensing article are validly delivered to both landlords and tenants. For landlords, first-class mail to the address on file in the most recent license application is generally sufficient, with fallback procedures if that mail is returned. For tenants, first-class mail to the address in the license application or the landlord's maintained register satisfies the notice requirement.

For Property Managers

Under § 244.2010, compliant rental property operators keep their license application information current with the Department of Regulatory Services, including notifying the department within ten days of any changes to names, addresses, or other listed contact information. Operators also maintain an accurate tenant register as required by § 244.2000(b), since that register serves as the basis for valid tenant notice delivery. Keeping these records up to date helps ensure that official notices sent by the city reach the right parties and that notices sent to tenants are legally sufficient.

For Tenants

Section § 244.2010 establishes that the city satisfies its obligation to notify tenants by sending first-class mail to the address recorded in the landlord's license application or the tenant register maintained under § 244.2000(b). Tenants who believe they did not receive a required notice may want to verify whether their current address is accurately reflected in those records. Tenant-rights organizations in Minneapolis can help residents understand whether a notice was properly delivered and what options may be available if it was not.
