Minneapolis, Minn., Code of Ordinances § 12 § 244.210
Manner of registering (Minneapolis Housing Code)
Operative Text
The registration shall be made by the owner if such owner is a natural person; if the owner is a corporation, by an officer thereof; if a partnership, by one (1) of the partners; and if an unincorporated association, by the manager, or managing officer thereof in the office of the director of regulatory services. Notwithstanding, renewal of registrations as required annually by this Code may be made by filling out the required renewal form furnished by the director of regulatory services to the owner, operator or agent of a dwelling and mailing said form together with the required registration fee to the director of regulatory services. Such renewal of registration may only be made where there has not been a change in ownership, operator, agent or type of occupancy as originally registered. (Code 1960, As Amend., § 69.020; Ord. of 8-10-73, § 2; 2013-Or-161, § 13, 12-6-13)
Minneapolis Code of Ordinances § 244.210 establishes who must sign and submit a rental property registration on behalf of different types of property owners. A natural person signs for themselves, while corporations, partnerships, and unincorporated associations must have an appropriate representative—such as an officer or partner—complete the filing with the director of regulatory services. Annual renewal registrations may be handled by mail using a form provided by the director, but only when there has been no change in ownership, operator, agent, or occupancy type since the original registration.
Plain English — not legal advice.
Under § 244.210, compliant operators ensure that the correct representative—matched to the ownership structure of the entity—submits the initial registration in person with the director of regulatory services. For annual renewals, operators typically complete the renewal form furnished by the director and mail it along with the required fee, provided nothing about the ownership, management, or occupancy type has changed. When any such change does occur, a new in-office registration is generally required rather than a simple mail-in renewal.

Section § 244.210 requires that rental properties in Minneapolis be registered through a formal process, meaning tenants can check whether their landlord has properly registered the dwelling with the director of regulatory services. If a property appears to be unregistered or improperly registered—for example, following a change in ownership or management that was never re-filed—that may be relevant information when raising concerns about housing conditions or code compliance. Tenants who have questions about a property's registration status may contact the Minneapolis Department of Regulatory Services or reach out to a local tenant-rights organization for general guidance.
