Every owner of a dwelling containing two (2) or more dwelling units shall be responsible for the extermination of insects, rodents, vermin or other pests on the premises. Whenever infestation exists in any dwelling, or in the shared or public parts of any building containing two (2) or more dwelling units, extermination thereof shall be the responsibility of the owner. The director of regulatory services may order the extermination done by a person licensed to do such work by the provisions of Chapter 325 when in the director's opinion the infestation is widespread and severe.
