Minneapolis, Minn., Code of Ordinances § 12 § 244.700
Every occupant of a dwelling or dwelling unit shall dispose of all solid waste in a clean and sanitary manner by placing it in the containers required by section 244.350 of this Code. Occupants shall place their solid waste only in containers that have been assigned to their dwelling or dwelling units, either by the city pursuant to section 225.600 , or by a private solid waste hauler contracted to provide collection service to a building. Failure to comply with this requirement shall constitute a violation of this section.
Prior to placement in the containers required by section 244.350 , solid waste may be stored within the dwelling, but only temporarily. It shall be stored in sturdy baskets or containers which are not made of paper or paper products and which will be consistent with the other requirements of city ordinances. The amount of solid waste temporarily stored shall not exceed three (3) cubic feet of volume in any one room. In order to be counted as a separate room for the purposes of this section, the enclosed area involved must be able to be closed off completely from other rooms of the dwelling. The term "temporarily" as used in this section means for a period not to exceed nine (9) calendar days. (Code 1960, As Amend., § 74.020; Pet. No. 252271, § 19 , 5-11-90; 91-Or-240 , § 3, 12-6-91; 96-Or-047 , § 3, 5-24-96)

Plain English

Minneapolis Code § 244.700 requires that occupants of any dwelling or dwelling unit dispose of solid waste in a clean and sanitary way by placing it in the containers designated for their specific unit, whether assigned by the city under § 225.600 or by a private hauler. Before taking waste to those containers, residents may temporarily store it inside the dwelling, but only in non-paper, sturdy containers, with no more than three cubic feet per enclosed room, and for no longer than nine calendar days. Using containers not assigned to one's unit, or exceeding the indoor storage limits, constitutes a violation of this section.

For Property Managers

Under Minneapolis Code § 244.700, compliant property operators generally ensure that each dwelling unit has clearly assigned solid waste containers—whether through the city's program under § 225.600 or through a contracted private hauler—and that tenants are informed of which containers belong to their unit. Operators typically communicate the indoor temporary storage rules to residents, including the nine-day time limit and the three-cubic-foot-per-room volume cap, so that buildings remain in compliance. Maintaining clear records of container assignments and providing written notice of waste disposal requirements to occupants are practices commonly associated with meeting this ordinance's standards.

For Tenants

Minneapolis Code § 244.700 gives occupants the right to use the solid waste containers specifically assigned to their dwelling unit and establishes clear rules about how waste may be stored inside the home before disposal—no more than three cubic feet per room, in non-paper sturdy containers, for up to nine calendar days. If a landlord has failed to provide or clearly assign proper containers as required by this section, that failure may be relevant to any code-compliance complaint filed with the City of Minneapolis. Tenants who have questions about their rights or believe a violation has occurred can contact the City of Minneapolis's housing inspection services or reach out to a local tenant-rights organization for general guidance.
