Operative Text
(a) Each evaluator must provide the city with a certificate of insurance showing proof of the following occurrence-based insurance coverage before receiving a license: (1) General liability insurance with a minimum limit of liability of two hundred fifty thousand dollars ($250,000.00) per occurrence and five hundred thousand dollars ($500,000.00) per year general aggregate. (3) Such insurance may include a deductible not exceeding five thousand dollars ($5,000.00). (4) The evaluator shall maintain insurance continuously in force thereafter and no license shall be deemed to be in effect when such insurance is not in effect. (5) The insurance shall list the city as an additional insured and shall cover any and all liability from the performance of the duties as a licensed truth-in-sale of housing evaluator. ( 98-Or-057 , § 1, 6-26-98; 2005-Or-143 , § 14, 12-23-05)
Minneapolis Code § 248.210 establishes insurance requirements for individuals who perform truth-in-sale-of-housing evaluations. Before receiving a license, an evaluator must demonstrate active general liability and professional errors-and-omissions coverage, each with minimum limits of $250,000 per occurrence and $500,000 annually. The City of Minneapolis must be named as an additional insured, and coverage must remain continuously in force — a lapse in insurance automatically renders the license ineffective.

Property owners who hire or work with truth-in-sale-of-housing evaluators should be aware that § 248.210 requires those evaluators to carry verified, continuous insurance coverage as a condition of licensure. A compliant evaluator will have a current certificate of insurance on file with the city, listing Minneapolis as an additional insured, and will maintain that coverage without interruption. Confirming that an evaluator's license is in good standing — which depends on active insurance — is a reasonable step when arranging a required housing evaluation.

Under Minneapolis Code § 248.210, any licensed evaluator who inspects a home as part of the truth-in-sale-of-housing process is required to carry both general liability and professional errors-and-omissions insurance, with the City of Minneapolis named as an additional insured. This coverage is intended to provide a layer of protection related to the evaluator's professional duties. Tenants or buyers who have concerns about whether an evaluator was properly licensed and insured at the time of an inspection may contact the City of Minneapolis or consult a tenant-rights organization for guidance on available options.
