Minneapolis, Minn., Code of Ordinances § 12 § 248.280
Residency or mailing requirements (Minneapolis Housing Code)
Operative Text
(a) Any person licensed under this chapter shall cause to keep registered with the city their current residency or business address. If either such residency or business address is outside the sixteen (16) county metropolitan area, as defined in chapter 244.1840 , such licensed evaluator shall deliver to the city the name and current address of an agent or other person designated by that evaluator to accept service of process and to receive and give receipt for notices for and on behalf of such licensed evaluator, and such person shall be a resident of and be amenable by signed affidavit to such mailings within the same sixteen (16) county metropolitan area. (b) A post office box is not acceptable as an address. ( 98-Or-057 , § 1, 6-26-98)
Minneapolis Code of Ordinances § 248.280 requires anyone holding a license under Chapter 12 to keep a current residential or business address on file with the city at all times. If that address falls outside the 16-county metropolitan area, the licensee must also designate a local agent—someone who lives within that same 16-county area and has agreed in writing to accept legal notices and service of process on the licensee's behalf. In all cases, a post office box is explicitly prohibited as a registered address.
Plain English — not legal advice.
Under Minneapolis Code § 248.280, compliant licensed property operators maintain an up-to-date physical street address—never a P.O. box—on file with the city. Operators whose primary residence or business address is located outside the 16-county metro area additionally identify a designated local agent, obtain a signed affidavit from that agent confirming their willingness to receive notices, and keep that agent's current address registered with the city. Keeping this information current is an ongoing obligation, not a one-time filing.

Minneapolis Code § 248.280 is designed to ensure that a licensed evaluator or property operator can always be reached through a verifiable local contact, which can matter when tenants need to deliver formal notices or when legal process must be served. If a landlord's registered address appears to be a P.O. box or is otherwise non-compliant with this provision, that may be relevant information to raise with the city or a tenant-rights organization. Tenants who have difficulty locating a valid address for their landlord can contact the City of Minneapolis or a local tenant-advocacy group for guidance on how this provision applies.
