Minneapolis Code of Ordinances § 248.40 establishes that every dwelling offered for sale must have a current disclosure report, code compliance certificate, or code compliance orders prepared specifically for that dwelling. This documentation must be visibly displayed at the property whenever it is being shown to prospective buyers, and for first-time condominium conversions, an additional professional opinion under § 250.120 must also be on display. Before or at the time of sale—and again at closing—the seller must hand over these documents, along with any required information pages, to the buyer.
Plain English — not legal advice.
Under Minneapolis Code § 248.40, compliant property owners and managers ensure that a valid, dwelling-specific disclosure report, code compliance certificate, or code compliance orders are obtained before any showings begin. Operators keep these documents conspicuously posted at the premises throughout the listing period and have them ready to deliver to the buyer no later than closing. For first-time condominium conversions, the professional opinion required by § 250.120 is also displayed alongside the other required documentation.

Minneapolis Code § 248.40 gives buyers the right to receive a valid disclosure report, code compliance certificate, or code compliance orders—along with any required information pages—before or at the time of sale and again at closing. If these documents were not displayed during showings or were not provided at closing, that may be relevant to any dispute about the condition or compliance status of the property. Buyers and tenants who believe this provision was not followed can contact the City of Minneapolis's inspections or housing services division, or reach out to a local tenant- or homebuyer-rights organization for general guidance.
