(c) The program director shall select a designated organization and the program director and designated organization shall commence implementation of the program, to the extent the program is funded and remains funded, in a manner designed to maximize the effectiveness and impact of the program. Minneapolis Code of Ordinances § 143.40 establishes the framework for how the city selects one or more organizations to deliver legal services under its right-to-counsel or legal assistance program. The program director is responsible for creating selection criteria and procedures, and any organization connected to licensed Minnesota attorneys may apply. Once selected, the designated organization and the program director work together to roll out the program in a way intended to maximize its effectiveness, with actual service delivery tied to available funding and a mutually agreed-upon schedule.
Plain English — not legal advice.
Under Minneapolis Code § 143.40, the city's legal assistance program is administered through a designated organization chosen by the program director — not directly by landlords. Property owners and managers operating in Minneapolis should be aware that covered tenants in covered proceedings may have access to legal representation through this program, meaning that professionally represented tenants may appear in proceedings that would otherwise be unrepresented. Operators who understand the program's structure are generally better positioned to ensure their own processes and documentation are thorough and compliant.

Minneapolis Code § 143.40 sets up the process by which the city selects an organization to provide legal services to eligible tenants in covered proceedings. If you believe you qualify as a covered individual under the program, you may be entitled to representation through the designated organization selected under this provision. Tenant-rights organizations and legal aid offices in Minneapolis can help clarify whether a particular proceeding qualifies and how to connect with the designated organization providing services under § 143.40.
