For Property Managers

Rochester, Minn., Code of Ordinances § 7-3-57 requires that when a stop work order is issued, all cited work halts without delay — there is no grace period. Compliant operators typically ensure that anyone working on their property understands that a written stop work order must be honored on the spot, and they review the stated conditions carefully to understand what steps are necessary before work can resume. Keeping clear lines of communication with authorized agents and contractors helps ensure that a stop work order reaches the right person promptly.

For Tenants

Rochester, Minn., Code of Ordinances § 7-3-57 establishes that any work subject to a stop work order must cease immediately, and the order itself must explain both the reason for the halt and the conditions for resumption. If tenants observe work continuing on their property after a stop work order has been issued, that may represent a violation of this provision worth documenting. Tenants can contact the relevant Rochester municipal authority or a local tenant-rights organization to understand what options are available when work proceeds in apparent disregard of § 7-3-57.
