Plain English

Rochester, Minn., Code of Ordinances § 7-4-21 establishes standards for how residential buildings and individual units must display identifying numbers or letters. Buildings must show their street address in Arabic numerals or alphabet letters that are at least four inches tall with a half-inch stroke width, positioned so they can be clearly read from the street and visually distinct from the background. Additionally, every apartment or rooming unit entrance door must be individually marked on the outside, either with numbers or letters, so that each unit can be identified from the hallway or common area.

For Property Managers

Under Rochester, Minn., Code of Ordinances § 7-4-21, compliant property operators ensure that building address numbers meet the minimum size requirements—at least four inches in height with a half-inch stroke width—and are mounted in a location visible from the fronting street or road with sufficient contrast against the background surface. Operators also mark each individual apartment or rooming unit door on the exterior side with a numeric or alphabetic identifier. Routine property inspections typically include verifying that signage has not faded, been obscured by vegetation, or been removed, since visibility and legibility are ongoing requirements, not one-time installations.

For Tenants

Rochester, Minn., Code of Ordinances § 7-4-21 gives tenants a basis to expect that their building's street address is clearly posted and that their individual unit door is marked on the outside. Proper premises identification can affect emergency response times and general safety, so a missing or illegible address number or unit marker may represent a code compliance issue. Tenants who observe that their building or unit does not meet these standards can report the concern to Rochester's local code enforcement or housing inspection office, or reach out to a tenant-rights organization for guidance on available options.
