Under Rochester, Minn., Code of Ordinances § 7-4-8, the city's community development department is required to keep an up-to-date, monthly-refreshed list of all vacant properties that have come to the code official's attention, along with a separate list of properties that were previously classified as vacant but no longer fall under the chapter's rules. This registry is a public record to the extent permitted by law. A physical copy must be kept available for public review at the development services and infrastructure center.
Plain English — not legal advice.
Rochester, Minn., Code of Ordinances § 7-4-8 establishes that the city—not the property owner—maintains the vacant property registry, but operators of vacant properties should be aware that their properties may appear on this publicly accessible list. Compliant property managers typically monitor the registry to confirm whether their properties are listed or have been removed after returning to active use. Staying current with the registry can help owners track their standing under the chapter's requirements and address any inaccuracies with the code official promptly.

Rochester, Minn., Code of Ordinances § 7-4-8 gives members of the public the right to review the vacant property registry, which is updated monthly and kept on file at the development services and infrastructure center. Tenants or prospective tenants can use this registry to check whether a property has been flagged as vacant or was previously subject to the chapter's provisions. Those with questions about a specific listing or their rights in connection with a vacant property may consider reaching out to the code official's office or a local tenant-rights organization for general guidance.
