Rochester, Minn., Code of Ordinances § 7 § 7-8-40
Group R-1 (Rochester Housing Code)
Operative Text
Single- or multiple-station smoke alarms shall be installed in all of the following locations in Group R-1: (1) In sleeping areas. (2) In every room in the path of the means of egress from the sleeping area to the door leading from the sleeping unit. (3) In each story within the sleeping unit, including basements. For sleeping units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level.
Rochester, Minn., Code of Ordinances § 7 § 7-8-40 requires that smoke alarms be placed in specific locations throughout Group R-1 sleeping units, including inside sleeping areas, along the egress path from sleeping areas to the unit's exit door, and on every story of the unit including basements. A limited exception applies to split-level units without an intervening door: a single alarm on the upper level can cover the adjacent lower level, but only when that lower level is less than one full story below. This rule is designed to ensure that occupants have early warning of smoke regardless of where a fire originates within the unit.

Compliant operators typically document alarm placement, test devices regularly, and keep records of maintenance to demonstrate ongoing adherence. For split-level units without an intervening door, operators generally verify that the upper-level alarm meets the provision's coverage criteria before relying on it to serve the adjacent lower level.
