For Property Managers

Bellevue, Neb., Code of Ordinances ch. 15, art. IV § 15-108 places a clear obligation on property owners and operators to keep all chapter-required services, utilities, and equipment running in every occupied unit. Compliant operators plan maintenance work carefully so that any service interruption is genuinely temporary and tied to active repair or replacement work already in progress. Documenting the scope and timeline of repair projects can help demonstrate that any interruption falls within the narrow exception the provision allows.

For Tenants

Bellevue, Neb., Code of Ordinances ch. 15, art. IV § 15-108 gives occupants of dwellings, hotel units, and nursing home units a right to continuous provision of all services and utilities that the chapter requires. If an owner or operator cuts off or removes a required service outside of an active repair situation, that action may constitute a violation of this provision, which tenants can raise with local code enforcement or housing authorities. Tenant-rights organizations in Nebraska can help residents understand what remedies or complaint processes may be available in response to an unlawful service discontinuance.
