Bellevue, Neb., Code of Ordinances ch. 15 (2026) § 15-141
At least one toilet and one lavatory basin, properly connected to an approved water and sewer system and in good working condition shall be supplied for each eight persons or fraction thereof residing within a rooming house, second class dwelling, hotel or nursing home including members of the operator’s family wherever they share the use of said facilities; provided, that in a rooming house, second class dwelling, hotel or nursing home where rooms are let only to males, flush urinals may be substituted for not more than one-half the required number of toilets.

Plain English

Section 15-141 of Bellevue, Nebraska's Code of Ordinances establishes a minimum ratio of sanitary fixtures in rooming houses, second-class dwellings, hotels, and nursing homes: at least one toilet and one lavatory basin — both properly connected to approved water and sewer systems and kept in good working condition — must be available for every eight residents or partial group of eight, counting the operator's family members if they share those facilities. Where a facility houses only male occupants, flush urinals may replace up to half of the required toilets. This rule sets a floor for shared sanitation access rather than a ceiling, meaning operators may always provide more fixtures than the minimum.

For Property Managers

Operators of rooming houses, second-class dwellings, hotels, and nursing homes in Bellevue are generally expected to calculate their total occupancy — including any family members sharing facilities — and ensure that the fixture count under § 15-141 is met before new residents are admitted. Compliant operators keep all required toilets and lavatory basins connected to approved water and sewer systems and in good working condition at all times, addressing repairs promptly to avoid falling below the mandated ratio. Facilities that house only male residents may count flush urinals toward satisfying up to half of the toilet requirement under this provision.

For Tenants

Residents of rooming houses, second-class dwellings, hotels, and nursing homes in Bellevue have a right under § 15-141 to access at least one toilet and one lavatory basin per eight occupants, with those fixtures properly connected and in good working condition. If shared sanitation facilities are broken, disconnected, or insufficient for the number of residents, that may constitute a violation of this provision. Tenants who believe this standard is not being met can document the conditions, contact Bellevue's local code enforcement or housing authority, or reach out to a tenant-rights organization to learn about available options.
