For Property Managers

Bellevue, Neb., Code of Ordinances ch. 15, art. II § 15-21 places a clear access obligation on property owners and managers: when the Permits and Inspections Department requests entry at a reasonable time for an inspection, compliant operators generally provide unobstructed access to the dwelling, dwelling unit, rooming unit, and its premises. Maintaining records of inspection visits and any corrective actions taken is a common practice among operators seeking to demonstrate ongoing compliance. Familiarity with the scope of the department's authority under this section can help property managers respond appropriately when inspection requests are made.

For Tenants

Bellevue, Neb., Code of Ordinances ch. 15, art. II § 15-21 establishes that the Permits and Inspections Department has the authority to inspect rental housing conditions to safeguard occupant health, safety, and welfare, which means tenants in Bellevue have access to a city mechanism for addressing housing condition concerns. Tenants who believe their unit has habitability or safety issues may contact the Permits and Inspections Department to inquire about requesting an inspection under this provision. Tenant-rights organizations familiar with Bellevue's local ordinances can help occupants understand how this inspection process works and what options may be available to them.
