Plain English

Under Bellevue, Neb., Code of Ordinances ch. 15, art. VI § 15-213, members of the city commission serve without pay but are entitled to reimbursement for expenses that are genuinely and necessarily tied to their official duties. The provision also establishes a removal process: the mayor may remove a commissioner for reasons such as inefficiency, neglect, misconduct, or malfeasance, but only after the member receives written notice of the charges and a chance to respond. This structure balances volunteer public service with a basic procedural protection against arbitrary dismissal.

For Property Managers

Bellevue, Neb., Code of Ordinances ch. 15, art. VI § 15-213 governs the internal operations of the commission rather than landlord obligations directly. Property owners and managers who interact with the commission should be aware that its members are unpaid volunteers whose authority is defined and limited by ordinance. Understanding the commission's structure, including how members are appointed and removed, can help operators anticipate how the body functions when matters affecting rental housing come before it.

For Tenants

Bellevue, Neb., Code of Ordinances ch. 15, art. VI § 15-213 describes how commission members are compensated and how they may be removed from office, which shapes the accountability of the body that may hear housing-related matters. Tenants who believe a commissioner is acting improperly may find it useful to know that the mayor holds removal authority and that a formal charge-and-hearing process exists. Tenant-rights organizations or local government offices can provide general information about how to raise concerns regarding commission conduct under this provision.
