Bellevue, Neb., Code of Ordinances ch. 15 (2026) § 15-215
INVESTIGATION OF COMPLAINT
Operative Text
Within 30 days after receiving a complaint, the commission shall investigate the complaint and, at its next regularly scheduled meeting, determine whether probable cause exists to credit the allegations of the complaint. If the commission determines probable cause does exist, it shall proceed to try to eliminate or correct the alleged discriminatory housing practice by informal methods of conference, conciliation and persuasion. Nothing said or done in the course of such informal endeavors may be made public or used as evidence in a subsequent proceeding, without the written consent of all persons concerned. (Ord. 2123, § 9, passed 3-10-1980)
Under Bellevue, Neb., Code of Ordinances ch. 15, art. VI § 15-215, when a housing discrimination complaint is filed, the commission has 30 days to investigate and must then decide at its next regular meeting whether there is probable cause to credit the complaint's allegations. If probable cause is found, the commission attempts to resolve the matter through informal methods such as conference, conciliation, and persuasion. Importantly, anything said or done during those informal efforts is confidential and cannot be disclosed publicly or used as evidence in later proceedings unless all involved parties give written consent.

Property owners and managers subject to Bellevue, Neb., Code of Ordinances ch. 15, art. VI § 15-215 should be aware that a filed complaint triggers a structured commission review process with a 30-day investigation window. If probable cause is found, operators are generally expected to engage cooperatively in the commission's informal conciliation process. Because statements made during that informal phase are confidential and inadmissible in subsequent proceedings without written consent, operators typically approach those discussions with that protection in mind.
