Bellevue, Neb., Code of Ordinances ch. 15 (2026) § 15-32
SAME—CONDEMNATION
Operative Text
When the notice of intent to condemn which is required in the provisions of this article has been served as provided therein, the Permits and Inspections Department shall after ten days or at the expiration of the allotted time for hearings and appeals from the hearings, as provided in section 15-23, cause to be submitted to the city council his report in writing giving a complete description of the lot or parcel of land on which the same is situated, together with his recommendation respecting the repair, removal or destruction thereof and the probable costs thereof for condemnation proceedings as provided by either the municipal code of the city, or the applicable statutes of the state. (1964 Code, § 12A-10)
Under Bellevue, Neb., Code of Ordinances ch. 15, art. II § 15-32, once a notice of intent to condemn has been properly served, the Permits and Inspections Department is required to submit a written report to the city council after a ten-day waiting period or after any hearing and appeal process concludes. That report must include a full description of the property in question and the department's recommendation on whether the structure should be repaired, removed, or destroyed. The report also estimates the probable costs associated with carrying out condemnation proceedings under either the city's municipal code or applicable state statutes.
Plain English — not legal advice.
Property owners dealing with a condemnation notice under Bellevue, Neb., Code of Ordinances ch. 15, art. II § 15-32 should be aware that the Permits and Inspections Department will prepare a formal written report for the city council once the notice period or any appeal window has closed. Compliant operators generally respond promptly to notices, participate in any available hearings, and document their positions on repair, removal, or other remediation options before the department finalizes its recommendation. Understanding the timeline—ten days after service or the end of the appeals process—helps property managers anticipate when the city council will receive the department's cost estimates and recommendations.

Bellevue, Neb., Code of Ordinances ch. 15, art. II § 15-32 establishes a formal process by which the Permits and Inspections Department reports to the city council on condemned properties, including recommendations about repair, removal, or destruction and associated costs. Tenants living in a property subject to a condemnation notice may have an interest in the outcome of that report, since the council's subsequent decisions can affect habitability and housing stability. Tenants who believe their housing conditions warrant attention may consider contacting the Permits and Inspections Department for information, reviewing the hearing and appeal procedures referenced in section 15-23, or reaching out to a local tenant-rights organization for general guidance.
