For Property Managers

Property owners and managers in Bellevue generally ensure that each bathroom and toilet room either has a window of at least three square feet meeting the light and ventilation standards referenced in Bellevue, Neb., Code of Ordinances ch. 15, art. III § 15-53, or is equipped with a mechanical ventilation system that fully cycles the air every seven minutes and operates continuously during occupancy. Compliant operators document the specifications of any mechanical ventilation systems used in lieu of windows to demonstrate that the air-exchange rate meets the standard. Routine maintenance of ventilation equipment is typically part of keeping the property in conformance with this provision.

For Tenants

Bellevue, Neb., Code of Ordinances ch. 15, art. III § 15-53 establishes that tenants are entitled to bathrooms and toilet rooms with adequate light and ventilation, whether provided by a qualifying window or a continuously operating mechanical ventilation system that exchanges air every seven minutes. If a bathroom or toilet room appears to lack both a compliant window and a functioning ventilation system, tenants may consider documenting the condition and contacting the appropriate Bellevue municipal code enforcement office to report a potential violation.
