For Property Managers

Under § 15-57, compliant property operators generally ensure that all exterior doors and operable windows on covered units are fitted with properly sized screens before the season designated by the Permits and Inspections Department begins. Operators typically verify that door screens include a functioning self-closing device, that all screens meet the number 16 wire mesh standard, and that screens covering at least 33 percent of the relevant door or window area are free of tears or gaps. Routine maintenance inspections help confirm that screens remain in proper repair throughout the applicable period.

For Tenants

Section 15-57 gives occupants of dwelling units, hotel units, and nursing home units the right to have adequately sized, properly maintained screens on exterior doors and windows during insect-season periods set by the Permits and Inspections Department. If screens are missing, undersized, or in disrepair, tenants may have grounds to raise a violation with the Bellevue Permits and Inspections Department or to document the condition in writing to their landlord. Tenant-rights organizations can help residents understand what options are generally available when a landlord does not address a screen deficiency under this provision.
