For Property Managers

Bellevue, Neb., Code of Ordinances ch. 15, art. III § 15-62 sets clear dimensional standards that compliant property operators apply when constructing, renovating, or renting habitable rooms. Operators generally verify that every habitable room meets the seven-foot-six-inch minimum, and that upper-floor rooms achieve that height across at least half their floor area. When calculating maximum occupancy, compliant operators exclude any floor area where the ceiling falls below five feet.

For Tenants

Bellevue, Neb., Code of Ordinances ch. 15, art. III § 15-62 establishes a right to habitable rooms that meet minimum ceiling-height standards, which can affect whether a space is legally considered livable and how its occupancy limits are calculated. Tenants who believe a room in their dwelling falls short of these standards may consider documenting the conditions and raising the violation with local code enforcement or a housing authority. Tenant-rights organizations can also help residents understand how this provision may apply to their housing situation.
