Bellevue, Neb., Code of Ordinances ch. 17 (2026) § 17-30
GARBAGE AND REFUSE DISPOSAL
Operative Text
(A) The storage, collection and disposal of refuse in the mobile home park shall be so managed as to create no health hazards, rodent harborage, insect breeding areas, accident or fire hazards or air pollution. (B) All refuse shall be stored in flytight, watertight, rodentproof containers, which shall be located not more than 150 feet from any mobile home space. Containers shall be provided in sufficient number and capacity to properly store all refuse. (C) Racks or holders shall be provided for all refuse containers. Such container racks or holders shall be so designed as to prevent containers from being tipped, to minimize spillage and container deterioration and to facilitate cleaning around them. (D) All refuse shall be collected at least twice weekly. Where suitable collection service is not available from municipal or private agencies, the mobile home park operator shall provide this service. All refuse shall be collected and transported in covered vehicles or covered containers. (E) Where municipal or private disposal service is not available, the mobile home park operator shall dispose of the refuse by incineration, burial or transporting to an approved disposal site. (F) Refuse shall be buried only at locations and by methods approved by the board of health. (G) Refuse incinerators shall be constructed only with the approval of the local health authority (or other authority having jurisdiction). Such approval shall be based on a review of the plans and specifications for such incinerators and approval of the site where they will be located. Such approval shall specify the type of material which may be placed in the incinerator. (H) Incinerators shall be operated only when attended by some person specifically authorized by the owner or operator of the mobile home park. (I) Garbage shall be burned on the premises only in an approved incinerator. (1964 Code, § 13A-19)
Bellevue, Neb., Code of Ordinances ch. 17, art. II § 17-30 establishes comprehensive standards for how refuse must be stored, collected, and disposed of within mobile home parks. Refuse must be kept in sealed, rodent-proof containers placed within 150 feet of any mobile home space, collected at least twice per week, and transported in covered vehicles. Any on-site incineration or burial of refuse requires prior approval from the local board of health or health authority, and incinerators may only be operated by someone specifically authorized by the park owner or operator.
Plain English — not legal advice.
Under § 17-30, mobile home park operators are generally expected to supply an adequate number of flytight, watertight, rodentproof containers mounted in racks or holders, positioned no more than 150 feet from any mobile home space. Operators arrange for refuse collection at least twice weekly—either through a municipal or private service or by providing that service themselves—and ensure all transport uses covered vehicles or containers. When on-site disposal methods such as incineration or burial are used, compliant operators obtain the required approvals from the board of health or local health authority before construction or use, and they designate authorized personnel to attend any incinerator during operation.

Section 17-30 gives mobile home park residents a baseline expectation that their park will maintain sanitary refuse storage and regular collection, with properly designed container racks and no health or fire hazards resulting from refuse management. If containers are missing, overflowing, improperly located, or refuse is going uncollected, these conditions may constitute violations of this ordinance. Tenants who believe their park is not meeting these standards may consider contacting Bellevue's local health authority or code enforcement office, or reaching out to a tenant-rights organization for guidance on available options.
