Bellevue, Neb., Code of Ordinances ch. 17 (2026) § 17-36
ALTERATIONS AND ADDITIONS TO MOBILE HOMES
Operative Text
(A) Skirting of mobile homes is permissible, but areas enclosed by such skirting shall be maintained so as not to provide a harborage for rodents or create a fire hazard. (B) No permanent additions shall be built onto or become a part of any mobile home unless they are in accordance with requirements established by the board of health. (1964 Code, § 13A-25)
Section 17-36 of Bellevue, Nebraska's Code of Ordinances addresses two aspects of mobile home modifications. First, it permits skirting around mobile homes but requires that the enclosed space be kept free of conditions that could attract rodents or create fire hazards. Second, it prohibits any permanent additions to a mobile home unless those additions meet the standards set by the board of health.
Plain English — not legal advice.
Under § 17-36, operators of mobile home properties should ensure that any skirting installed around units is regularly inspected and maintained so that the enclosed areas do not accumulate debris, gaps, or other conditions that could harbor rodents or pose fire risks. Before approving or allowing any permanent structural additions to a mobile home, property managers should confirm that the proposed work complies with the requirements established by the board of health, as unauthorized permanent additions are not permitted under this provision.

Section 17-36 gives mobile home residents the right to install skirting around their homes, while also establishing that the space enclosed by that skirting must be kept in a safe, rodent-free, and fire-hazard-free condition. Residents should be aware that any permanent additions to a mobile home are subject to board of health requirements under this provision, and that proceeding without meeting those requirements could raise compliance issues. Tenants who have questions about their rights or responsibilities under § 17-36 may wish to consult a local tenant-rights organization or review guidance from the relevant municipal authority.
