Plain English

Under Lincoln Municipal Code § 21.05.080, the designated code official holds primary responsibility for conducting property maintenance inspections, but may also accept written inspection reports from approved agencies or qualified individuals. When technical issues fall outside routine expertise, the code official is authorized to bring in outside expert opinion, provided the appointing authority approves. This provision establishes both the chain of inspection authority and the documentation standard—written reports—required for any accepted third-party inspection.

For Property Managers

Property owners and managers operating under Lincoln, Neb., Mun. Code § 21.05.080 should be aware that inspections may be carried out either by the city's code official directly or by an approved agency or individual whose findings are submitted in writing. Compliant operators typically ensure that any third-party inspection reports they submit are prepared in writing by a qualified inspector affiliated with an approved agency. Understanding that the code official retains final authority—and may consult outside experts on unusual technical matters—helps operators anticipate how inspection findings may be evaluated.
