Lincoln Municipal Code § 21.05.290 amends Section 304.14 of the International Property Maintenance Code to require that all doors, windows, and outside openings used for ventilation in habitable rooms and food-related areas be fitted with insect screens of at least 16 mesh per inch during the period from May 15 through October 1. Screen doors used for insect control must also have a functioning self-closing device during this seasonal window. An exception applies when other approved methods—such as air curtains or insect-repellent fans—are used in place of screens.

For Property Managers

Under Lincoln, Neb., Mun. Code § 21.05.290, compliant property operators generally ensure that all required openings in habitable and food-related areas are equipped with properly fitted 16-mesh-per-inch screens before May 15 each year and maintain them through October 1. Screen doors serving an insect-control function should be checked to confirm that self-closing devices are in good working order throughout the seasonal period. Operators who prefer alternative methods such as air curtains or insect-repellent fans should verify that those alternatives meet the 'approved means' standard recognized under this provision.

For Tenants

Lincoln, Neb., Mun. Code § 21.05.290 establishes a seasonal right to insect screens—or an approved equivalent—on ventilation openings in habitable rooms from May 15 to October 1. If screens are absent, ill-fitting, or screen doors lack a working self-closing device during this period, that condition may constitute a property maintenance violation. Tenants who believe this provision is not being met can document the condition, raise it with their landlord in writing, or contact the relevant Lincoln code enforcement authority; tenant-rights organizations in Nebraska can also help explain available options.
