For Property Managers

Under § 21.09.165, when a property is registered as a neglected building, the City may recover the fees and costs it incurs, and those amounts are channeled to the Problem Resolution Team. Operators who keep properties in good standing and avoid neglected-building registration generally avoid triggering this cost-recovery mechanism. Understanding how collected funds are allocated can help property managers anticipate the financial consequences of non-compliance with Lincoln's neglected-building program.

For Tenants

Section § 21.09.165 establishes that penalties and fees arising from neglected-building registrations are deposited into the City's General Fund, with a portion specifically supporting the Problem Resolution Team—the unit that works to address substandard housing conditions. Tenants living in a building that has been registered as neglected may find it useful to know that this team is funded in part by penalties collected from non-compliant landlords. Tenant-rights organizations in Lincoln can help residents understand how the neglected-building program and its enforcement structure may be relevant to their housing situation.
