Lincoln, Neb., Mun. Code ch. 21.56 § 21.56.100
Repairs and Replacement of Plumbing, Heating, Ventilating, and Cooling, and Electrical Equipment
Operative Text
All repairs, replacements and the new installation of plumbing, heating, ventilating, and cooling and electrical equipment for accessory buildings, community service facilities or other buildings, and mobile homes and trailers and appurtenances thereto shall be made only by duly registered plumbing, heating, ventilating, and cooling and electrical contractors. Repairs, and repairs and replacement under warranty of plumbing, heating, ventilating, and cooling and electrical equipment of mobile homes or trailers shall be made by either said duly registered contractors or by approved mobile home equipment contractors. Approved mobile home equipment contractor shall mean and include any person, firm or corporation, who shall be approved by the Building Official as qualified and knowledgeable by experience in new installations or the repair or replacement of mobile home or trailer plumbing, heating, ventilating, and cooling or electrical equipment. The Building Official shall evaluate all relevant information concerning the mobile home equipment contractor, including his financial responsibility and competency in performing the work, before placing said contractor on the approved list. A current list of said contractors shall be maintained in the office of the Building Official. Failure to comply with any provisions of this chapter shall be justification for removal of the approved mobile home equipment contractor from the approved list. Nothing herein shall be deemed to waive the requirement that approved mobile home equipment contractors or others performing the work herein described shall obtain the necessary permits as required by the plumbing, heating, ventilating and cooling and electrical codes; and all provisions of said codes shall at all times be applicable, except as they are in conflict with applicable state statutes and standards. (Ord. 13154 §1; June 22, 1981: prior Ord. 10875 §10; July 30, 1973).
Lincoln Municipal Code § 21.56.100 establishes that repairs, replacements, and new installations of plumbing, heating, ventilating, cooling, and electrical systems in accessory buildings, community service facilities, and mobile homes or trailers must be performed by duly registered contractors. For mobile homes and trailers specifically, work may also be carried out by contractors who have been approved by the Building Official and placed on a maintained approved list. Any contractor performing this work must still obtain the required permits under the applicable plumbing, heating, ventilating, cooling, and electrical codes, and those codes remain in effect unless they conflict with applicable state statutes and standards.
Plain English — not legal advice.
Property owners and managers operating under Lincoln Municipal Code § 21.56.100 generally ensure that any plumbing, heating, ventilating, cooling, or electrical work on accessory buildings, community service facilities, or mobile homes is assigned only to duly registered contractors—or, for mobile home and trailer work, to contractors on the Building Official's approved list. Compliant operators verify that the contractor has obtained all necessary permits before work begins, as permit requirements under the relevant codes are not waived by this provision. Keeping documentation of contractor registration or approval status is a common practice for demonstrating compliance.

Under Lincoln Municipal Code § 21.56.100, tenants in mobile homes, trailers, or other covered dwellings have an interest in knowing that any plumbing, heating, ventilating, cooling, or electrical work performed on their unit must be carried out by a duly registered or Building Official-approved contractor who has obtained the required permits. If work appears to have been done without proper contractor credentials or permits, tenants may consider contacting the Lincoln Building Official's office, which maintains the approved contractor list and oversees compliance with this chapter.
