Carson City Municipal Code § 9.12.020 establishes the foundational vocabulary for the city's fair housing chapter by defining key terms such as 'discrimination,' 'housing accommodation,' 'owner,' and 'real property.' These definitions set the scope of who and what is covered under the chapter's anti-discrimination rules, extending protections to a wide range of property types—from single-family homes to mobile homes and condominiums—and applying obligations to a broad class of actors, including managing agents, brokers, and financial institutions. The definition of 'discriminatory housing practice' anchors the chapter's protections to differences in treatment based on race, color, religion, sex, or national origin.
Plain English — not legal advice.
Property owners, managing agents, and others who fall within the broad definition of 'owner' under Carson City Mun. Code § 9.12.020 are subject to the fair housing obligations set out in Chapter 9.12. Compliant operators familiarize themselves with how these definitions expand coverage—for example, understanding that 'owner' includes lessees, sublessees, and managing agents, not just titleholders. Knowing which property types qualify as a 'housing accommodation' under § 9.12.020 helps operators recognize when the chapter's anti-discrimination requirements apply to their activities.
