Auburn, N.Y., Code of Ordinances ch. 182 § 182-2 establishes the overarching purpose of the city's residential housing standards, which govern the condition, use, occupancy, and maintenance of residential premises in order to protect the safety, health, and welfare of occupants. The chapter is designed to work alongside the New York State Uniform Fire Prevention and Building Code while setting more specific and, in most cases, more stringent local requirements. When a conflict arises between the two sets of rules, whichever standard is stricter—whether local or state—controls.

Under Auburn, N.Y., Code of Ordinances ch. 182 § 182-2, property owners and managers operating residential premises in Auburn are generally expected to meet both the city's local housing standards and the New York State Uniform Fire Prevention and Building Code, applying whichever set of requirements is more stringent in a given situation. Compliant operators typically review both the local chapter and the state Uniform Code when assessing facility conditions, maintenance practices, and occupancy standards. Staying current with both frameworks helps ensure that residential properties meet the higher bar that § 182-2 contemplates.
