Auburn, N.Y., Code of Ordinances ch. 182 § 182-53 establishes the official definitions that apply throughout Part 1 of Chapter 182. Terms such as 'owner,' 'lessor,' 'operator,' 'occupant,' 'agent,' 'person,' and 'premises' are each given specific legal meanings that govern how the rest of the chapter is interpreted and applied. Because these definitions are broader than everyday usage—for example, 'owner' includes equitable and reputed owners, not just those holding title—the scope of who is covered by the chapter's rules can be wider than it might first appear. Understanding these definitions is essential context for reading any other provision in Part 1.
Plain English — not legal advice.
Under Auburn, N.Y., Code of Ordinances ch. 182 § 182-53, property owners and managers should be aware that the term 'owner' encompasses not only record title holders but also equitable owners, joint owners, and their successors in interest. Compliant operators typically ensure that any designated agent is formally filed with the relevant agency, as the definition of 'agent' is tied to that filing requirement. Because 'operator' is defined to include anyone engaged in renting or providing space for occupancy, management companies and on-site managers may fall within the chapter's obligations alongside the property owner.

Auburn, N.Y., Code of Ordinances ch. 182 § 182-53 defines 'occupant' broadly to include anyone in possession, occupancy, or control of premises—meaning tenants and other residents are expressly recognized as covered parties under Part 1 of Chapter 182. Understanding these definitions can help tenants identify which parties—owner, lessor, operator, or their agents—may bear responsibilities under the chapter's substantive rules. Tenants who have questions about how these definitions apply to their situation may find it helpful to consult a local tenant-rights organization or review the full text of Chapter 182 alongside this definitions section.
