Cohoes, N.Y., Code of Ordinances ch. 215 § 215-30
Cooking and refrigeration
Operative Text
A. General requirements. (1) Cooking and refrigeration equipment shall be maintained in good operating condition. (2) Solid-fuel-burning cooking equipment shall be appropriately vented. B. Communal cooking and dining facilities. Communal kitchens and dining rooms shall comply with the following requirements: (1) Communal kitchens shall contain at least one kitchen gas or electric stove equipped with an oven and not fewer than four top burners and at least one electric or gas-type refrigerator with adequate food storage capacity, but in no case less than eight cubic feet nominal size. (2) Communal dining rooms shall contain at least one dining chair and two linear feet of dining space for each occupant permitted in a dining room at any particular time.
Section 215-30 of the Cohoes Code of Ordinances establishes baseline standards for cooking and refrigeration in residential properties. All cooking and refrigeration equipment must be kept in good working order, and any solid-fuel-burning cooking equipment must be properly vented. Where communal kitchens or dining rooms are provided, the rule sets specific minimums: communal kitchens must have at least a four-burner stove with an oven and a refrigerator of no less than eight cubic feet, while communal dining rooms must provide at least one chair and two linear feet of dining space per permitted occupant.

Operators of properties subject to Cohoes Code ch. 215 § 215-30 generally keep all cooking and refrigeration appliances in good working order through routine inspection and timely repair. Where solid-fuel-burning cooking equipment is present, compliant operators ensure proper venting is in place and maintained. Landlords who provide communal kitchens and dining rooms document that the required appliances meet the stated minimums—at least a four-burner stove with oven, a refrigerator of at least eight cubic feet, and sufficient dining space and seating for the number of occupants permitted in those shared areas at any one time.

Under Cohoes Code ch. 215 § 215-30, tenants in properties with communal cooking or dining facilities have a right to equipment and space that meets the ordinance's minimum standards, including a properly functioning stove, oven, and adequately sized refrigerator, as well as sufficient dining space. If cooking or refrigeration equipment is broken or a communal kitchen or dining room falls short of these requirements, tenants may consider documenting the conditions and reporting the issue to the appropriate Cohoes municipal code enforcement office. Tenant-rights organizations familiar with New York housing law can help residents understand the range of options available, including raising a code violation as part of a housing complaint.
