Plain English

Section 215-4 of Cohoes, N.Y., Code of Ordinances ch. 215 establishes the vocabulary that governs the rest of the chapter. It adopts the definitions found in the New York State Uniform Fire Prevention and Building Code as the default standard, and it provides a specific local definition of 'dwelling unit' as any room or group of rooms used or intended for living and sleeping, with or without cooking facilities. Notably, rooms owned, managed, or operated by the Cohoes Housing Authority are explicitly excluded from this definition.

For Property Managers

Property owners and managers operating in Cohoes should be aware that ch. 215 § 215-4 sets the definitional framework for the entire chapter, drawing on the New York State Uniform Fire Prevention and Building Code. A compliant operator generally ensures that any space marketed or used as a dwelling unit — meaning rooms used for living and sleeping, with or without cooking facilities — is treated as such under the chapter's requirements. Units under Cohoes Housing Authority ownership or management fall outside this definition and are subject to different regulatory frameworks.

For Tenants

Tenants in Cohoes benefit from understanding that ch. 215 § 215-4 defines what counts as a 'dwelling unit' under local housing regulations, which in turn determines what protections and standards apply to their living space. If a tenant believes their unit qualifies under this definition but is not being treated as such by a landlord, they may raise that classification as a relevant point when filing a complaint with local code enforcement or consulting a tenant-rights organization. Tenants living in Cohoes Housing Authority properties should note that those units are expressly excluded from this particular definition.
