For Property Managers

Property owners and managers subject to Elmira Code ch. 8, art. V § 8-417 generally ensure that all mechanical systems—including plumbing, heating, electrical, ventilation, air conditioning, and fire protection equipment—are correctly installed, appropriately located, and routinely maintained in safe operating condition. Compliant operators keep records of inspections and service work to demonstrate that systems function satisfactorily and present no hazard to occupants. Where X-ray or similar professional equipment is present in a building, operators typically obtain and retain written approval from the applicable health authority before the equipment is put into use.
