(d) Hoistways and pits shall be maintained free of rubbish or other debris. (e) Machine rooms shall be maintained free of oil and grease, including oily and greasy clothes, rags and other such materials, and shall not be used for storage of articles or materials unnecessary for the maintenance of the elevator of dumbwaiter. Flammable liquids shall not be kept in such rooms. (f) Safety devices and electrical protective devices shall be operative at all times, except during tests, inspections or repairs.
Elmira Code ch. 8, art. V § 8-430 establishes safety and maintenance standards for elevators, dumbwaiters, and escalators in multiple dwellings. The rule requires that these conveyances be properly designed, installed, and kept in safe working order, free from physical and fire hazards. It also mandates specific signage showing rated capacity, emergency signaling capability, clean hoistways and machine rooms, and continuously operative safety devices—except during authorized tests, inspections, or repairs.
Plain English — not legal advice.
Property owners and managers operating multiple dwellings with elevators, dumbwaiters, or escalators under Elmira Code ch. 8, art. V § 8-430 generally keep these systems in continuous safe working condition, including posting conspicuous capacity signs inside cars and ensuring emergency signaling devices are functional. Compliant operators routinely clear hoistways, pits, and machine rooms of debris, oil, grease, and unnecessary stored materials, and prohibit flammable liquids in machine rooms. Maintaining records of inspections, tests, and repairs helps demonstrate that any temporary deactivation of safety devices falls within the narrow exceptions the provision allows.

If a tenant observes conditions such as missing capacity signs, debris in hoistways, or inoperative safety equipment, they may report those concerns to the City of Elmira's code enforcement or building inspection office.
