Elmira Code ch. 8, art. V § 8-502 establishes the powers and duties of the local housing agency responsible for enforcing the city's housing standards. The agency is authorized to adopt internal rules, conduct property surveys, issue compliance certificates (including temporary ones renewable in 90-day increments), and direct its chief officer to inspect properties, investigate complaints, and issue written violation orders with reasonable compliance deadlines. The provision also covers mobile homes used as temporary relocation housing under publicly aided programs and requires the agency to publish an annual report summarizing its activities and programs.
Plain English — not legal advice.
Under Elmira Code ch. 8, art. V § 8-502, property owners operating within Elmira can expect the housing agency to conduct inspections and surveys of their premises and to issue written violation orders when housing standards are not met. Compliant operators generally respond to any violation orders within the stated time limits, seek certificates of compliance when required for occupancy, and engage constructively with agency inspectors. When a violation order goes unaddressed, the agency is empowered to refer the matter to the municipality's chief legal officer for further legal action.

Elmira Code ch. 8, art. V § 8-502 gives tenants a meaningful avenue for addressing substandard housing conditions: the agency's chief officer is specifically charged with investigating complaints of alleged housing-standards violations. Tenants who believe their housing does not meet city standards can file a complaint with the local housing agency, which is required to investigate and, where warranted, issue written orders directing the property owner to correct the problem within a set timeframe. Tenant-rights organizations familiar with Elmira's housing code can help residents understand what the complaint process involves and what options may be available if a violation order is not followed.
