Fulton, N.Y., Code of Ordinances ch. 475 § 475-10 places a broad set of operational responsibilities on rooming, lodging, and boarding house operators. These duties cover everything from capping occupancy at permitted levels and keeping common areas clean and safe, to maintaining plumbing, appliances, pest control, screens, and fire and smoke detection systems. The rule establishes that the operator—not the occupant—bears primary accountability for the physical condition and safety of the premises as a whole.
