Plain English

Geneva, N.Y., Code of Ordinances ch. 111A § 111A-3 establishes the foundational vocabulary for the city's rental registry chapter. It defines key terms—including 'dwelling unit,' 'private landlord,' 'private residential rental property,' and 'registry authority'—so that all subsequent provisions in the chapter are interpreted consistently. The City Office of Code Enforcement is designated as the Registry Authority responsible for administering the registry program. These definitions tie back to the city's broader zoning and building code definitions found in § 350-2A, ensuring alignment across municipal regulations.

For Property Managers

Under Geneva, N.Y., Code of Ordinances ch. 111A § 111A-3, any private person, corporation, LLC, or other entity that owns or holds an interest in residential rental property in Geneva and leases it to tenants falls within the definition of 'private landlord.' Compliant operators familiarize themselves with how 'dwelling unit' and 'private residential rental property' are defined—both here and in the cross-referenced § 350-2A—since those definitions determine which properties are subject to the registry requirements. Because the Registry Authority is the City Office of Code Enforcement, that office is the primary point of contact for registration-related matters under this chapter.

For Tenants

Geneva, N.Y., Code of Ordinances ch. 111A § 111A-3 sets out who and what is covered by the city's rental registry rules, which can be relevant to tenants living in privately leased residential properties. If a tenant believes their landlord or property should be subject to the registry requirements established later in ch. 111A, the Registry Authority—the City Office of Code Enforcement—is the body designated to oversee compliance. Tenants seeking to understand whether their rental unit falls under these definitions may also consult a local tenant-rights organization for general guidance.
