Plain English

Section 168-53 of Glen Cove's Code of Ordinances (Chapter 168, Part 2) establishes the foundational vocabulary used throughout the local housing and rental regulations. It defines key terms—such as "owner," "lessor," "operator," "occupant," "agent," "person," and "premises"—broadly enough to capture a wide range of parties and property types. These definitions determine who is subject to the rules in Part 2 and what kinds of property and relationships fall under its scope.

Plain English — not legal advice.

For Property Managers

Under § 168-53, the definitions of "owner" and "operator" are intentionally broad, encompassing not just title holders but also agents, joint owners, equitable owners, and those exercising control over premises. Property managers and designated representatives who interact with the Glen Cove agency on behalf of an owner should ensure their status as "agent" is formally filed with the agency, as that designation carries legal significance throughout Part 2. Compliant operators generally maintain clear records of their role and authority relative to the premises they manage.

For Tenants

Section 168-53 defines "occupant" to include anyone in possession, occupancy, or control of premises—meaning renters and other users of a space may be recognized as a regulated party under Glen Cove's Chapter 168 framework. Understanding how these definitions apply can be relevant when determining which rights and obligations under Part 2 extend to a tenant's specific living situation. Tenants who have questions about how these terms affect their standing under local regulations may find it helpful to consult a tenant-rights organization familiar with Glen Cove's ordinances.
