Plain English

Glen Cove City Code § 168-69 establishes a biannual (twice-yearly) inspection program for residential rental properties covered by Chapter 168. The Building Department Administrator (BDA) or a designated agent conducts these inspections to check compliance with local and applicable state laws, including verification that functioning smoke detectors are present. When an inspection report identifies a violation, the owner has 10 days to remedy it; failure to bring the property into full conformance within 30 days of the report's issuance constitutes a separate violation of Chapter 168.

For Property Managers

Under § 168-69, compliant rental property operators in Glen Cove generally maintain their properties in continuous conformance with Chapter 168 so that biannual inspections proceed without findings. Operators typically ensure that functioning smoke detectors are installed and operational at all times, since their presence is expressly checked at every inspection. When an inspection report does identify a deficiency, operators acting in compliance address it promptly—well within the 10-day remediation window—and document the corrective action taken before the 30-day outer deadline that triggers a formal violation.

For Tenants

Section 168-69 of the Glen Cove City Code gives tenants the assurance that their rental home must be inspected at least twice a year by the BDA or an authorized agent, covering general habitability standards under Chapter 168 as well as the presence of working smoke detectors. If an inspection report reveals violations that an owner fails to correct within 30 days, that failure itself constitutes a violation of Chapter 168, which tenants may reference when raising concerns with the City. Tenants who believe violations remain unaddressed after the applicable deadlines may consider contacting the BDA's office directly or reaching out to a local tenant-rights organization for guidance on available options.
